Internal Approvals and Procurement Roadmap

Getting a grant is only half the battle. Many school districts and municipalities get stuck after the award because internal approvals, purchasing rules, and inspections were not planned in advance. This roadmap gives a clear, stepbystep internal process so projects move smoothly from funded to installed and open.

You can adapt wording and steps to match each district’s or city’s policies.

Phase 1 – Concept & Internal Green Light

Goal: Confirm the project is allowed, supported, and aligned with existing plans before you apply for funding.

Key steps:

1.       Define the project scope

o   Rough budget range (equipment, surfacing, installation, contingency).

o   Target users (ages, programs, community groups).

o   Site location and constraints (utilities, easements, setbacks, drainage).

2.      Meet with internal leadership

o   For schools: principal, facilities/operations director, business officer.

o   For municipalities: parks director, public works, city manager.

o   Confirm that:

§  The site is approved for a playground.

§  Staff can support longterm maintenance and supervision.

§  The project aligns with strategic or capital plans.

3.      Secure preliminary approval in writing

o   Email or memo confirming leadership support for:

Phase 2 – Governing Board or Council Approvals

Goal: Ensure formal authority to apply for and accept grants and to proceed with a capital project.

Phase 3 – Purchasing & Procurement Requirements

Goal: Make sure your buying process follows all rules (and funder rules) so contracts and payments are valid.

·        Identify dollar thresholds for:

o   Informal quotes.

o   Formal bids or RFPs.

o   Cooperative purchasing contracts.

·        Confirm if your agency can “piggyback” on national or state purchasing contracts for playgrounds.

8.    Align with grant requirements

o   Some funders require open competition, multiple quotes, or documentation of best value.

o   Verify that your purchasing approach satisfies both local policy and grant terms.

9.    Choose the procurement path

o   Sole source (if justified and allowed).

o   Competitive quotes (e.g., 3 written quotes).

o   Formal bid/RFP.

o   Cooperative purchasing contract (often the fastest for playgrounds).

10.  Plan timeline around procurement

·        Include time for bid/RFP development, advertising, evaluation, protests (if applicable), and board approval of award.

·        Factor in manufacturer lead times for equipment and surfacing.

Phase 4 – Legal, Contracts, and Insurance

Goal: Protect the agency and ensure the vendor relationship is clearly defined.

Key steps:

·        Use approved contract templates when possible.

·        Ensure required clauses are included (indemnification, termination, dispute resolution).

12.   Confirm insurance requirements

·        General liability and completedoperations coverage from the contractor.

·        Determine if prevailing wage or similar regulations apply based on project type and funding source.

o   Site preparation and utilities.

o   Equipment delivery and storage.

o   Installation and inspection.

o   Punch list and warranty claims.

Phase 5 – PreConstruction Coordination

Goal: Prepare the site, schedule work, and communicate with stakeholders before equipment arrives.

16.   Preconstruction meeting

Goal: Ensure the playground is safe, compliant, and properly documented before opening to the public.

Phase 7 – LongTerm Operations & Reporting

Goal: Keep the playground safe, wellmaintained, and in compliance with grant reporting obligations.

22. Set a maintenance and inspection schedule

·        Daily/weekly visual checks.

·        Monthly/seasonal detailed inspections.

·        Annual certified inspection as needed.

·        Log all inspections and repairs.

23.  Track usage and impact

·        Simple counts or estimates of users.

·        Feedback from staff, families, and youth.

·        Any relevant health, attendance, or behavior indicators.

24.  Complete grant reports

·        Use your logs, photos, and impact estimates to complete any required interim or final reports.

·        Keep copies for future grant applications as proof of performance.
